The Maritime Law Enforcement (ME) Instructor will support U.S. Coast Guard international training efforts around the world, including the Kingdom of Saudi Arabia (KSA), Kenya, the Philippines, Vietnam, Indonesia, Malaysia, Taiwan, the Republic of Marshall Islands, Federated States of Micronesia, Costa Rica, El Salvador, Ecuador, Guyana, and Mexico. Reporting to the Project Manager or Task Order Manager, the instructor will provide the training expertise necessary to meet task order requirements. Bring your training expertise and collaborative skills and make an impact on our nation's oldest continuous seagoing service by supplementing the capabilities of our U.S. Coast Guard Mobile Training Teams (MTT).

This position is contingent upon award of task orders under Harkcon’s International Training and Analysis Support Services contract with the U.S. Coast Guard.

In this role, you will:
• Provide expert skills and knowledge to deliver instruction to international students, focusing on ensuring students achieve the necessary skills mandated by course curricula and successfully meeting course objectives. 
• Be required to evaluate students' performance by verifying their understanding of the course material, competency of learned skills, and their ability to demonstrate applied knowledge.
• Participate in the development, testing, maintenance and delivery of training and educational programs and related materials in support of U.S. Coast Guard international training efforts.
• Conduct training sessions, sometimes with translators, and assist in evaluating the effectiveness of training activities.
• Assist with updating course documentation to ensure timeliness and relevance.
• Be familiar with standard concepts, practices, and procedures within a particular field.
• Perform all tasks in a traditional classroom setting and/or while underway.

Required Knowledge & Experience

You must have relevant instructional knowledge and expertise including:
• Must possess three (3) years Maritime Law Enforcement Training experience.  
• Must possess the following instructional experience/knowledge: 
  • Coast Guard Use of Force Policy
  • Defensive Tactics
  • Use of Oleoresin Capsicum (OC)/Pepper Spray
  • Use of Deadly Force
  • Weapons Safety
  • De-escalate and Survive a Hostage Situation
  • Coast Guard Boarding Procedures
  • Search of vessels; Search of persons
  • Weapons and Drug Identification
  • Handcuffing
  • Detention and Interview policies
  • Coast Guard Law Enforcement Authority and Jurisdiction
  • International law jurisdictional issues
  • Case Package preparation and Statement Writing
  • Testifying in court
  • Security Patrols and Inspection
  • Security Planning and Review
  • Force Protection
  • Anti-Terrorism
• Must be a graduate of the Maritime Law Enforcement Academy's Boarding Officer course.
• Must be able to effectively facilitate mock boarding scenarios.
 
To be successful in this role, you must have: 
• A High School Diploma (or equivalent) 
• Be proficient in using the following software applications: Microsoft Word, Outlook, Excel, & PowerPoint 
• The ability to represent the U.S., the U.S. Coast Guard, and Harkcon in potentially sensitive international/geo-political areas/arenas.
• The ability to communicate effectively, both orally and in writing in English.
 
Desired Knowledge & Experience
• A minimum of one (1) year of experience as a classroom instructor working with translators.
• U.S. Military Master Training qualification or civilian equivalent.

Physical Requirements
• Must be physically capable of instructing for 6-8 hours per day.
• Must be physically capable of climbing ladders and moving through small compartments.

Other Requirements/Details
• U.S. Citizenship required and must pass a background check.
• Must possess a valid U.S. passport.
• No security clearance is required for this position.

International travel will be required with trips taking up to 24 hours each way. While on location, full time, 40 hours a week. Shift work or flexed work may be required.
