This position serves at the pleasure of the Appointing Authority.

The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes across the State of Maryland. Nature of Work: The Deputy Facility Administrator at the MDTA will manage and direct the operation of a major MDTA toll facility. This includes assuming responsibility for the efficient and uninterrupted flow of traffic, accurate collection, recording, safeguarding, and depositing of tolls, physical maintenance of the bridge, associated roadways and buildings, and the public relations relative to these operations on an around-the-clock basis, 365 days a year. The duties and responsibilities for this position include, but are not limited to, the following:
  • Monitor and assist in the development of the capital program for the facility;
  • Develop, implement, and monitor Standard Operating Procedures and policies;
  • Assist in the development and control of a multi-million-dollar operating budget for the facility;
  • Monitor the implementation and execution of the facility's annual preventative maintenance program to ensure proper maintenance of the facility infrastructure;
  • Supervise the handling and security of all revenue collected by the facility;
  • Assist with the management of the Vehicle Recovery Unit responsible for clearing disabled and accident vehicles, clearing debris, and other duties to ensure efficient, uninterrupted flow of traffic; and
  • Manage any other situations or problems that may arise affecting the operation of the facility on a 24/7/365 basis, including major snowstorms, tropical weather disasters, weather events, accidents, and any other scenario that impacts facility operations.

The Deputy Administrator directly reports to the Facility Administrator and acts on the Administrator's behalf during his/her absence. The current vacancies are in Anne Arundel County for the Bay Bridge, and Cecil/Harford Counties for the Hatem Bridge and JFK Highway.

Qualifications

PREFERRED QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of experience in administrative staff or professional work. Two years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures. Two years of this experience must have been in the areas of construction management, highway/facility maintenance operations, or toll operations.

The ideal candidate will possess:

  • Experience in budget management and preparation

NOTES:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.


Licenses & Certifications

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
