DESCRIPTION: Patricio Enterprises is seeking a Logistics Analyst IV to support Product Manager Engineer Systems acquisition projects for Marine Corps Systems Command Engineer Systems.

Primary duties will include (but not limited to):

  • Serve as a logistics consultant to clients.
  • Implement DoD Acquisition and Life-cycle Management policies and procedures.
  • Identify all requirements and activities needed to provide comprehensive logistical support.
  • Integrate the actions and schedules of each requirement and activity into a comprehensive logistics plan in support of or to be incorporated into overall program plans.
  • Determine resources (e.g., funds, manpower, facilities, equipment, supplies, and services) required to fulfill logistics plans.
  • Conduct logistics analyses and assessments (e.g., Supportability Analysis, Level of Repair Analysis, and Risk Assessments).
  • Prepare, review, and revise logistics documentation applicable to each program/ project through all phases of the acquisition cycle (e.g., Life Cycle Sustainment Plans, Maintenance Plans, Fielding Plans, etc.)
  • Monitor progress toward meeting the logistics plan(s), identifies the cause and impact of delays or other problems, and recommends actions to prevent or overcome such delays or problems.
  • Follow quality assurance processes governing development of logistics documentation.
  • Conduct studies, prepare reports, and provide advice on feasibility, cost effectiveness, and regulatory conformance of plans, proposals, and/or special projects.
  • Track program deliverables.
  • Evaluate plans for the provision of logistical support for feasibility, efficiency, economy, and the development of alternatives when required.
  • Support logistics assessments and milestone reviews in preparation for evaluations, demonstrations, fielding events, and transitions.
  • Draft, write, format, update and illustrate the updates for Technical Manuals (TM), Stock list SL-3 Extract, I Type Instructional Documents, Life Cycle Sustainment Plan, Disposal Plan, Fielding Plan, Item Unique Identification plan, Manpower and Personnel Training Analysis Determination Tool, New Equipment Training packages, Independent Logistics Assessment Report, Logistics Requirements and Funding Summary, Market Research, Level of Repair Analysis, TM Validation and Verification Report, and PCN Request.
  • Assist in managing the records within Total Force Structure Management System (TFSMS) in a data cleansing effort to ensure data quality of PdM ES TFSMS portfolio.
  • Support the development, creation, validation and verification of a USMC Technical Manual, Modification Instructions, Fielding and Disposal Plans, and other acquisition documents.
  • Support logistics assessments and milestone reviews in preparation for evaluations, demonstrations, fielding events, and transitions.
  • Attend meetings as required.
  • Develop conference or meeting agendas and minutes.
  • Track action items designated during meetings.
  • Maintain regular work attendance.
  • Obtain and maintain any security clearances, status, or licenses required by client.
  • Mentor and provide training and guidance to subordinate personnel.
  • Supervise the work of subordinate personnel.

KNOWLEDGE AND SKILLS:

  • Must be able to work independently and effectively as member of program teams.
  • Must be proficient in DoD Acquisition and Life-Cycle Management policies and procedures.
  • Must be detail oriented and organized.
  • Must be able to research, analyze and evaluate information.
  • Must be able to express ideas effectively orally and in writing.

  • Must possess knowledge of GCSS-MC.
  • Must have knowledge of Microsoft Office.
  • Must be proficient in Microsoft Project.
  • Must be able to effectively supervise other employees.

    EDUCATION / EXPERIENCE:

    • Ten (10) years with Master's or 14 years with Bachelor's degree of experience in defense life-cycle (acquisition) logistics support of electronic systems, to include logistics management, principles, practices, and processes.
    • Individual shall have Defense Acquisition Workforce Improvement Act (DAWIA) certification in Lifecycle [Acquisition] Logistics Advanced/Level 3; demonstrate/specify equivalent life cycle logistics training; or possess an additional three (3) year (i.e., total 13 years minimum experience with Master's or 17 years with Bachelor's degree) working in direct support of defense life-cycle logistics.
    • Experience shall include at least six (6) years of support with C4ISR or similar systems, to include: Analyzing Contracts, Analyzing System Design Specifications, Analyzing Engineering/Systems Management Data, Developing Logistics Management Plans, Procedures, and Guidelines. Experience supervising Logistics Specialists.
    • Experience may be achieved simultaneously.
    • Experience working with the Federal Government.

        PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT:

        The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This is sedentary work which requires the following physical activities: sitting, reaching, sifting, lifting, finger dexterity, grasping, feeling, repetitive motions, talking, hearing and visual acuity. Occasionally lift up to 20lbs.

        This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, printers, photocopiers, filing cabinets.

        TRAVEL REQUIREMENTS: Up to 25% by ground and / or air transportation.
