DESCRIPTION: Patricio Enterprises, Inc. is looking to fill a Senior Logistics Analyst (Amphibious Combat Vehicles (ACV) Product Support) position in Stafford, VA, in support of the Advanced Amphibious Assault Program Management Office.

Primary duties will include (but not limited to):

  • Develop, coordinate, maintain, and report on activities related to ACV Life Cycle Sustainment Planning and Management. Be responsible for the configuration control of updates into the overall Program and Product Support documentation by establishing and maintaining the review, and submission of documentation IAW PM AAA Program requirements. Support the identification and development of all ACV logistics' support requirements to be included in ACV Performance Specification. Assist the Government with ACV supportability assessments and other aspects of logistical analysis, support Systems Engineering Technical Reviews (SETRs), and support Life Cycle Working Integrated Product Team (WIPT) meetings. Support the preparation and conduct of project Independent Logistics Assessments (ILAs) and Program Office Logistics Reviews. Analyze LCCE for the 12 Integrated Product Support (IPS) elements, and lead ILA Databases, System Specifications, Acquisition Plans (APs), System Engineering Plans (SEPs), Configuration Management Plans (CMPs), Programmatic Environmental documents, Safety and Health Documents, IMPs and IMSs.
  • Review program documents and vendor deliverables (e.g., CDRLs, Studies, Analysis, Reports) for compliance and completeness with logistics statutes, policies, and standards. Assist in the development of Logistics Management Information (LMI) and entry into LMI databases for all PM AAA products.
  • Provide Subject Matter Expert (SME) logisticians to support independent PM AAA Project Leaders and Test Managers to:
    • Develop recommended parts lists for testing, coordinate parts, supply, and maintenance support for testing;
    • Maintain records of parts and maintenance test support, and report on these efforts as required; and
    • Maintain configuration control and update ACV parts lists and maintenance support plans.
  • Analyze Test Incident Reports (TIRs) and recommend changes to parts lists, supply support, and maintenance support plans. Support the development of LMI and entry into LMI databases for all ACV products.
  • Using Government provided software tools, conduct Modeling and Simulation (M&S) analysis of the life cycle support strategies for all ACV vendor products (e.g., CDRLs, Studies, Analysis, Reports, etc.). Conduct Depot Source of Repair (DSOR) of vendor supplied analysis which includes identification of DSOR candidates and completion of the DSOR process on the PEI and secondary repairable items. Tasks associated with the DSOR Analysis shall include, but are not limited to:
    • Plan, develop, and update supply chain strategic forecasting. The focus of this effort is to optimize vehicle availability while decreasing vehicle downtime and ownership cost to the Government. During this process, the Contractor shall identify candidates for modifications or upgrades to reduce operating cost, increase availability and reliability;
    • Conduct and provide ACV parts statistical demand forecasting, inventory optimization, replenishment forecasting and plan inventory management;
    • Monitor trends and conduct studies in logistics modeling;
    • Propose recommended ways to gather, cleanse, and analyze complex data to develop and manage multiple data sets to run demand forecasting, strategic optimization, initial spares models, and logistics simulations;
    • Develop methods to analyze, manipulate, update, and optimize multiple complex models;
    • Assist in the evaluation of new M&S tools, technologies, and business process applications to identify improvements; and
    • Provide recommendations concerning the use of USMC measurement tools for assessing system and component field support (e.g., Total Life Cycle Management-Operational Support Tool (TLCM-OST), Special Operations Equipment (SOE), Asset Enterprise Management Information Tool (AEMIT), Best Ever All-Around Sustainment Tool (BEAST) data module, and Logistics Command (LOGCOM) Master Data Repository) for data collection and analysis. Supporting actions include applying quantitative and qualitative analytic techniques and decision analysis tools to provide insight into support strategies and sustainment issues.
  • Support the development of LMI and entry into LMI databases for all ACV products.
  • Review Condition Based Maintenance Plus (CBM+) program documents and Original Equipment Manufacturer (OEM) deliverables for compliance and completeness with logistics statutes, policies, and standards. Support the development of CBM+ products.
  • Create and manage the ACV Product Quality Deficiency Report (PQDR) database for the acceptance, processing, assignment, and monitoring of document status for the internal actions in support of the overall PQDR process.

KNOWLEDGE AND SKILLS:

  • Provided configuration control of updates to Program and Product Support documentation.
  • Identified and developed program logistics support requirements for a PSpec.
  • Conducted supportability assessments and logistical analysis, not limited to ILAs and Program-level Logistics Reviews
  • Participated in SETRs and functional area WIPTs.
  • Analyzed an LCCE for the 12 IPS elements.
  • Developed and maintained ILA databases, System Specifications, and the logistics input to various acquisition documents (AP, SEP, CMP, PESHE, IMP, IMS).
  • Reviewed program documents and vendor deliverables for compliance and completeness with logistics statutes, policies, and standards.
  • Developed LMI for entry into LMI databases.
  • Provided logistics SME to develop and maintain configuration control of parts lists for testing; coordinated and maintained records/plans for parts, supply, and maintenance support for testing; and analyzed TIRs to identify recommended changes to parts lists, supply support, and maintenance support plans.
  • Applied quantitative and qualitative analytic techniques and decision analysis tools to provide insight into support strategies and sustainment issues.

EDUCATION / EXPERIENCE:

  • Bachelor's degree with six (6) - eight (8) years of related professional experience; 10 years of IMS/IMP experience may be substituted for a Bachelor's degree.
  • Experience performing Life Cycle Sustainment Planning and Management in support of an ACAT I - III program of record.
