DESCRIPTION: Patricio Enterprises is looking to fill several Logistics Analyst III positions in support of Marine Corps Systems Command, Program Manager, Tactical Communications and Electromagnetic Warfare Systems (TCE) (formerly Program Manager Intelligence Systems (IS)) programs.

Primary duties will include (but not limited to):

  • Provide logistics support to the PM TCE APM Logistics in preparation for Independent Logistics Review Assessments (ILAs) and in preparing other logistics-related documents, as needed. Perform administrative and technical tasks for the APM-Logistics to include coordinating, planning, and scheduling ILAs, Probability of Program Success (PoPS)/Health Assessment) reviews, and Supportability Reviews. Track ILA Reports (ILARs) for each program and follow-on action items to ensure completion. Monitor logistics taskers and consolidate PMO Logistician inputs to support overall PM responses.
  • Provide support to the Integrated Product Team(s) (IPTs) in developing the system Technical Publications strategy consistent with the program schedule requirements. Review all Technical Publications for the PMO/PO Programs to ensure publications are IAW MCO 5215.17d Marine Corps Technical Publication Management, Acquisition Policy Letter Number 6-09, and Marine Corps Systems Command Technical Publications Handbook, ALPS-HDBK-004. Assist with NAVMC 10772 preparation and submittal.
  • Provide Logistics Property Information Management support to the PMOs/POs, adhering to established processes, procedures, and internal controls to ensure fiscal and physical Property Accountability, Visibility, Auditability (PAV-A). Assist the PMOs/POs by executing the following:
    • Ensure acquisition-related property acquired by the Government is reflected in the appropriate Accountable Property System of Record (APSR), and Key Supporting Documentation (KSDs) are maintained and accessible.
    • Facilitate the government property transfer process, to include Government Furnished Property (GFP) transfers, temporary loans to external government organizations, and bailments to U.S. vendors in good standing.
    • Develop needed information, monitor, and update supply chain management and system spares database and tracking programs to reflect current status and changes to PMO/PO systems.
    • Ensure accountable property records are kept current and reflect the current status, location, and condition of assets until authorized disposition of the property occurs.
    • Ensure all assets in the possession of external organizations will be managed in an APSR through final disposition, per Marine Corps Order 4400.201 Volume 10.
    • Execute the creation of birth records request, ensuring PMOs/POs provide data accurate KSDs, thus guaranteeing Total Assets visibility of Mission Essential (ME) equipment moving through the appropriate APSR to final ME birth records.
    • Track the maintenance and update of government -owned assets in the Defense Property Accounting System (DPAS) and Global Combat Support System- Marine Corps (GCSS-MC).
    • Reconcile the data elements in the Marine Corps Military Equipment Valuation (MC-MEV) Validation Workbook against information located in KSDs and Declaration of Ownership (DOO) Letters, ensuring discrepancies identified during the reconciliation are reported in the applicable section Marine Corps Military Equipment Valuation (MC-MEV) Workbook and identify the appropriate documentation supporting the needed corrections.
    • Prepare for certification of the MC-MEV Workbook (Quarterly), in accordance with the timelines and procedures prescribed by MCSC.
    • Update and maintain Total Asset Visibility/Accountability of PMO/PO systems via the appropriate APSR.
    • Prepare for certification (Quarterly), in accordance with the timelines and procedures prescribed by MCSC equipment held on inventory in GCSS-MC and DPAS database systems.
    • Create and update property transfer metrics by pulling data from the MCA Property Transfer Package Status SharePoint Site.
    • Develop property transfer packages to include GFP, Loans, Bailments, GFP MILSTRIP, and DoDAAC requests.

KNOWLEDGE AND SKILLS:

  • Knowledge of Total Force Structure Management System (TFSMS), Total Life-cycle Cost Tool Operational Support Tool, and Global Combat Support System - Marine Corps (GCSS-MC) to support new and existing PM IS Systems (required) ; possess active accounts (desired).
  • Possess active accounts for the MARCORSYSCOM Vital Information Portal for Enterprise Resources (VIPER), Defense Logistics Agency (DLA) Logistics Information Services Web Federal Logistics Information System, DLA Federal Logistics, USMC Logistics Command Logway site, Intel Link on the Secret Internet Protocol Router (SIPR) Network and the MC Technical Publications Site to support systems (desired).

EDUCATION / EXPERIENCE:

  • Bachelor's degree with 3 (required) - 10 (desired) years relevant experience or 15 years of experience in lieu of degree.

Occasionally lifts to 20 lbs.
