Chemonics seeks an Operations Managerto join the Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) Project. Within the GHSC-PSM project, the Operations Manager will support the Communications, Learning, Evidence and Analytics for Results (CLEAR) team as well as the Management Information Systems (MIS) team. The Operations Manager is responsible for ensuring that sound management principals and tools are used in the operations of CLEAR and MIS teams and supports process improvement including developing and maintaining CLEAR and MIS team processes. The Operations Manager engages across functions and works with a variety of stakeholders - from staff resourcing, recognition, and engagement to budget and financial processes as well as talent acquisition and executive support to the CLEAR Director and MIS Director. This position reports to the Operations Director and supervises the Operations Associate and Operations Coordinator. is the primary vehicle through which the U.S. Agency for International Development (USAID) procures and provides health commodities for countries receiving U.S. government foreign assistance. GHSC-PSM also provides technical assistance to improve the efficiency, reach, and sustainability of in-country supply chains and is supported with funding from the U.S. President's Emergency Plan for AIDS Relief, the U.S. President's Malaria Initiative, USAID's family planning and reproductive health program, and USAID's maternal and child health program.

The Communications, Learning, Evidence, and Analytics for Results (CLEAR) team sits within the GHSC-PSM project and is comprised of 20 technical experts across Knowledge Management, Communications, Monitoring and Evaluation, and Data Analytics. The Management Information Systems (MIS) team also sits within the GHSC-PSM project and is comprised of 20 staff located globally.

Responsibilities Include:

Management, continual improvement, and leadership

  • Provide general management, operational and administrative support to the CLEAR and MIS business units (BU)
  • Manage all BU operations, including but not limited to talent management, staffing and resourcing, compensation activities, performance management, staff recognition and events, and financial management
  • Support the Operations Director to develop and implement business operations strategies, plans, and procedures, and ensures consistency in all operations areas across the BU
  • Provide strategic support to the BU Managing Director including drafting communication, planning trainings, meetings, and events, and supporting corporate initiatives
  • Support and furthers the development of BU systems, processes, policies, and programs to effectively identify, manage, and mitigate risks, and support BU goals
  • May serve as acting Director as required
  • Coordinate annual work planning with Managing Director and department directors
  • Support and coordinate responses to periodic Board of Directors and strategic executive team meetings (e.g., mid-year review and budget retreats)
  • Provide surge support on PMUs, start-up and close outs as needed
  • Support new business efforts, including lead development and capture. Serve in line roles of increasing complexity and leadership (e.g. proposal coordinator, expatriate/local recruiter, personnel/management/organizational capacity section writer, subs-liaison, cost preparer, and technical writer)
  • May contribute dedicated time to other work streams and functions to achieve BU goals, including new business, project management, and technical practice contributions

Financial planning and analysis

  • Liaise effectively with other operations teams on resourcing, cost savings, and best practices
  • Prepare financial reporting to the Executive Office, and monthly staffing budget preparation

Talent management and development

  • Supervise, mentor, and evaluate operations team associate-level staff, communicating clear performance goals and standards, offering regular performance feedback, prompt resolution of problems, and time and opportunity to grow and develop in key competency areas
  • Coordinate formal performance assessment process for the BU. Support supervisors to clearly articulate performance goals and standards, provide regular feedback, and provide overall professional advancement advice and direction to supervisees
  • Make presentations and train staff, as needed, including through one-on-one mentoring, small group trainings, corporate training programs, and information dissemination

Project compliance

  • May receive training as Regional Compliance Specialist (RCS) and/or liaise with other RCS' in BU to advise on compliance issues and review subawards for compliance
  • Review corporate procurement, contractual, financial reports, and BU trackers
  • Oversee unit's relationships with vendors, partners, and consultants that serve to enhance Chemonics' reputation
  • Perform other duties and responsibilities as required

Qualifications:

  • Bachelor's degree or equivalent work experience; Master's degree preferred
  • Minimum 3 years of relevant experience required
  • Experience supervising or mentoring employees preferred
  • Knowledge or familiarity with government contracting and procurements
  • Demonstrated experience in key areas of operations, including budget management, procurement and contractual compliance, client relations and knowledge of external and internal clients, and systems
  • Demonstrated experience working on one or more government funded projects and provide support to government proposals.
  • Demonstrated experience following standard practices and procedures, receiving general instruction on work progress, and making significant contribution to end results
  • Works independently and as part of a team
  • Demonstrated resourcefulness in problem solving and initiative to learn new skills
  • Strong knowledge of MS Office applications and word processing abilities
  • Previous experience working in international development and/or living or conducting work in developing countries preferred
  • Willing to travel up to 8 weeks per year
  • Demonstrated leadership, versatility and integrity

The Salary Range for this position is expected to be: $68,560 - $85,700.

An employee's pay position will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs.

Overtime exemption status may change due to state regulatory requirements.
