State Highway Administration's (SHA) Office of Materials Technology (OMT) is currently recruiting for an Assistant Division Chief (Transportation Engineering Manager II) in Anne Arundel County. This position is open to anyone who meets the minimum and selective qualifications listed below by the closing date. This is a position specific recruitment. Nature of Work: This position requires advanced knowledge of principles, practices and concepts in pavement testing using complex testing equipment. A high degree of general knowledge in the field of civil engineering is required to evaluate new and emerging technologies. A broad knowledge of management techniques is required to properly utilize in-house and consultant staff. Additionally, this position is required to occasionally fill-in for the Division Chief in their absence by attending meetings, making decisions involving personnel actions, signing reports, and making budgetary decisions. This position operates with a high degree of independence and reports directly to the Division Chief of the Field Explorations Division. The position is responsible for conducting the annual Friction and ARAN Testing programs, project level coring and deflection testing of pavements, and the evaluation/implementation of special testing for OMT. The Assistant Division Chief will provide leadership to the pavement testing team of 10 permanent positions and oversight of consultants engaged in specialized testing. This position is also expected to take a leadership role on various AASHTO committees and the evaluation and implementation of emerging technologies which are applicable to all OMT divisions. This position is also responsible for assuring that all field tests are performed according to applicable standards.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Possession of a bachelor's degree in engineering from an accredited college or university.

Experience: Eight (8) years of experience in professional engineering, including one (1) year of supervisory or consultant management experience.

Selective Qualification: Four (4) years of experience with the concepts and methodology of pavement design or testing.

Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or abilities).


PREFERRED QUALIFICATIONS:

The ideal candidate will possess the following:

  • Effective oral and written communication
  • Ability to diagnose/troubleshoot and calibrate electronic and mechanical equipment

Notes:

1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.

2. Possession of a master's degree in engineering may be substituted for one year of the non- supervisory experience.

3. Persons currently registered as Professional Engineers in the state of Maryland, or in a state with comparable requirements, are considered to have met the education requirements
Licenses & Certifications

Candidates must possess a motor vehicle operator's license valid in the state of Maryland.
