Job Summary

This is a complex professional position with The City of Frederick. Under general direction, assists in the management and operational functions within The City of Frederick Code Enforcement Department to enforce the City's Municipal Code. The Assistant Manager of Code Enforcement coordinates assigned activities with other departments and outside agencies and provides highly responsible and complex staff support to the Manager of Code Enforcement. The successful candidate serves as a key liaison to the community on code enforcement efforts. This individual provides code enforcement expertise to the Mayor and Board of Aldermen, city departments, citizen review boards, community associations, businesses, and residents. This individual will receive direct supervision from the Division Manager of Code Enforcement and will supervise professionals and office support staff in the Code Enforcement Department.

The Assistant Manager of Code Enforcement is designated an "essential employee," meaning an employee who provides services that are critical functions required to maintain order, peace, safety, and the well-being of citizens and visitors to The City of Frederick in the event of a critical incident. In the event of an emergency, employees designated as essential to perform required operations and services in the applicable situation are required to remain at and/or report to work as directed.

Essential Duties and Responsibilities

  • Assists in management and operational functions within department.
  • Assists Manager of Code Enforcement with the implementation of goals (both short-term and long-range), objectives, policies, procedures and work standards for the Department.
  • Assists with the enforcement of municipal codes, laws and development regulations administered by the City.
  • Develops systems, controls and maintains records that provide for the proper evaluation, control and documentation of assigned activities.
  • Assists the Manager of Code Enforcement with reviewing codes and ordinances enforced by various City departments and recommends changes and updates, as needed.
  • Assists the Manager of Code Enforcement with supervision of Vacant Property Program.
  • Assists the Manager of Code Enforcement with supervision of Rental Licensing Program.
  • Prioritizes and allocates available division resources; reviews and evaluates program and service delivery, and makes recommendations to Division Manager for improvement and ensures maximum effective services to the public.
  • Supervises department professional and clerical staff, providing for the selection, training, daily supervision, professional development and work evaluation of subordinate staff, and makes recommendations on hiring, termination, promotion and discipline, as required.
  • Directs and monitors daily operations to ensure that compliance with policies and procedures, to advance department, goals and objectives, and to oversee the effective and efficient completion of job assignments by department staff.
  • Performs complex administrative duties requiring attention to detail and analysis.
  • Assists the Manager of Code Enforcement with comprehensive evaluations of city-wide code enforcement issues and recommends corrective actions.
  • Investigates violation of laws and ordinances brought to the attention of the Department by citizens, merchants, city officials, law enforcement, local and state regulatory officials and others for compliance with city codes, ordinances and regulations.
  • Performs field inspections of buildings, properties and businesses for compliance with applicable codes, ordinances and regulations.
  • Testifies in court and assists with the preparation of documentation concerning legal actions and code violations.
  • Acts as a working manager responsible for investigations and enforcement efforts.
  • Prepares and maintains inspection reports, other documentation and/or computer records, as needed, which identify findings, violations, corrective actions and penalties relating to code enforcement and inspection activities.
  • Prepares and issues notices of violation, stop work orders and municipal infractions and search warrants.
  • Answers questions and provides technical and professional information to concerned citizens regarding code enforcement matters.
  • Meets with citizens, merchants, management companies, landlords, tenants and others to advise and discuss code enforcement issues and to respond to questions relating to regulations and enforcement; works to resolve issues and concerns and identifies reasonable solutions for compliance.
  • Supervises and coordinates abatements of violations with other City departments and/or privately contracted companies.
  • Operates a motor vehicle observing legal and defensive driving practices.
  • Performs other duties as assigned.
Required Qualifications

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. REQUIRED EDUCATION AND/OR EXPERIENCE:

  • Graduation from an accredited high school, vocational school, college course work, or equivalent. (2-year degree preferred).
  • Current ICC certification as Property Maintenance & Housing Inspector.
  • Five (5) years of experience in the enforcement of municipal ordinances, codes and regulations, criminal and/or civil laws within a municipality (supervisory experience is preferred).
REQUIRED CERTIFICATES AND/OR LICENSES:
  • Vehicle Operator's license with satisfactory driving record that meets insurability standards of the City's insurance carrier is required. The employee must maintain the license for the duration of their employment.
  • ICC/AACE (International Code Council/ American Association of Code Enforcement) Certification as Property Maintenance & Housing Inspector. The employee must maintain the certification for the duration of their employment.
  • NIMS (National Institute Management System) - ICS (Incident Command System) 100, 200, 300, 700 & 800 or the ability to obtain certification within 18 months of employment. The employee must maintain the certification for the duration of their employment.
REQUIRED SKILLS (Communication/Language; Mathematical; Computer; etc.):
  • Self-motivated, capable of taking initiative.
  • General knowledge of building, plumbing and electrical codes, Livability Code, Property Maintenance Code, Zoning Ordinance and permitting procedures.
  • Knowledge of the legal procedures relating to the enforcement of City codes, ordinances, policies and regulations.
  • Strong and effective verbal and written communication skills.
  • Ability to write and articulate information, prepare inspection reports and documentation, prepare municipal infractions and record information concerning inspections, violations and corrective actions.
  • Ability to interpret laws, ordinances and code requirements and to apply reasonable requirements to appropriate situations.
  • Ability to maintain effective working relationship with co-workers, citizens, merchants, landlords, tenants, violators and others.
  • Ability to interact with the general public, in both calm and tense conditions handling difficult and sensitive situations using sound, independent judgment within general policy and legal guidelines and to respond to inquiries by phone and walk-ins, concerning all aspects of code enforcement.
  • Knowledge of modern office practices and procedures, which include filing and computer knowledge (preferably Microsoft Office).
  • Ability to follow OSHA standards as they apply to code enforcement situations.
OTHER DESIRABLES:
  • Any additional ICC Certifications under the Code Enforcement Trade.
  • General knowledge of building, plumbing and electrical codes, Land Management Code, Property Maintenance Code, Zoning Ordinance, permitting procedures and the City Charter and Code.
  • Background in land planning, zoning, criminal justice, law enforcement, code enforcement or previous experience in a regulatory agency or property management environment.
  • Spanish as a second language.

The employee is frequently required to stoop, kneel, crouch and access confined spaces. The employee must be able to stand and/or walk for long periods of time. Specific vision abilities required by this job include the ability to observe and inspect items directly in front or to either side of self with or without visual correction devices, to assess items at a distance, to distinguish colors, depth perception, and ability to adjust focus. The employee must have the ability to perceive the nature of sounds at normal speaking levels with or without correction and the ability to receive detailed information through oral communication, and to make the discriminations in sound.

Employee may be exposed to confrontational situations (verbal abuse to physical contact) arising from contact with citizens in the performance of compelling violators to obey laws or during service of notices of violation or other legal documents. The employee in this position is required to work in the field. The employee is exposed to outside weather conditions to include wet and/or humid conditions, extreme cold, and extreme heat. The employee regularly works a small portion of each day in a typical office setting. The employee may be frequently exposed to harmful fumes, toxic airborne particles, lead paint, vermin such as cockroaches, fleas, lice, bed bugs and noxious plants; may be exposed to potentially harmful agents from the extermination process; may interact with persons with communicable diseases and common viruses; may be exposed to hazardous conditions arising from unsafe building conditions and improperly installed building components and electrical equipment; and may work in confined spaces and in and around unsafe structures and/or equipment. The noise level in the work environment is usually moderate.
