Responsibilities

Peraton is seeking an IV&V Senior Project Manager to support the Peraton Space Exploration Networks Services and Evolution (SENSE) contract for our NASA customer based in Greenbelt, MD (GSFC). This role will be responsible for creating and leading an IV&V group that will provide independent testing of development projects for NASA communications networks. The position will allow for 100% telework, with travel to the Goddard Space Flight Center in Greenbelt, MD and other NASA locations, as needed.

As prime contractor on the Peraton Space Exploration Networks Services and Evolution (SENSE) contract, Peraton is responsible for the operation, maintenance, sustainment, and systems engineering of NASA's worldwide satellite communication networks. Join the SENSE team to support NASA programs that integrate with state-of-the-art RF satellite communications systems and technologies. In this position, you will become part of NASA's return to the moon, support new earth and space science missions, and launch vehicles. You will be an integral part of a world class team that ensures NASA space-ground communications are reliable and meet mission requirements.

As IV&V Group Lead, you will report to the Deputy Program Manager for Development and focus on cross functional disciplines such as Hardware/Software Engineering and System Engineering to independently test development projects. You will work with Development leaders to define and establish a new IV&V group and then staff and lead that group. This will involve planning and coordinating I&T activities required to support NASA communications ground systems development in laboratory and field environments; and coordinating and supporting all levels of testing including component, system, and mission.

Your responsibilities will include the following:

    Creating, optimizing, and implementing a plan to create the SENSE IV&V Group. This includes defining the charter and establishing processes to implement the independent testing function.
  • Evaluate resources required to adequately staff the group through external hiring and/or internal transfers.
  • Managing the IV&V Group to ensure:
    • Adequate and timely support of the deployment of new and revised applications and systems to operational systems, including performing independent testing.
    • Collaboration with technical engineering teams across the entire development lifecycle to include independent testing in the schedules, plans, and design. Support the development, coordination, and presentation of Key Decision Point (KDP) Presentations (e.g., requirement reviews, design reviews, test readiness reviews, etc.)
    • Development of technical documentation including integration plans and procedures, test plans and procedures, scripts, and test reports, and templates to enable efficient use of resources.
    • Coordination of system engineering and integration / testing activities associated across multiple functional areas and products.
    • Identification, resolution, and mitigation of system anomalies and complex system/software and cybersecurity issues.
  • Defining continuous improvement opportunities.
Qualifications

REQUIRED EXPERIENCE:

  • Bachelor of Science degree in Computer Science, Engineering, or other related technical discipline, and 10+ years of related technical experience; or a MS degree and 8+ years of experience.
  • 8+ years of development, integration, and test (I&T) within the systems engineering function
  • Experience working with customers to document, derive, and develop testing requirements
  • Experience communicating complex technical concepts to high-level stakeholders
  • Experience in the creation of Engineering Test Strategy, Plans, Scripts and Summary Reports
  • 5+ years in a Project Management role with supervisory experience
  • 5+ years of experience successfully leading teams as demonstrated by:
    • Matching personnel to assignments
    • Hiring as needed to meet schedule of deliverables
    • Interfacing with next level higher management and customers to identify requirements and constraints and then successfully adapting the team's operation to accommodate them
    • Team recognized for consistent excellent performance and high quality deliverables
  • Security clearance - this position requires ability to obtain and maintain a DoD Secret security clearance, which requires a US citizen

DESIRED EXPERIENCE:

  • Planning the creation of and successful implementation of a new group to add capabilities to an organization
  • Experience with NASA, space or ground station antenna systems, and satellite communications networks
  • Experience with Test Automation Tools and Practices, including scripting (C++, Python, MATLAB, Perl, UNIX)
  • Experience redesigning processes to achieve greater productivity, decision-making or enhanced customer service
  • High-energy strategic thinking with demonstrated ability to operate and communicate at both a strategic and a hands-on level as needed
  • Strong analytical and problem-solving skills, with attention to detail and accuracy while understanding broader technical issues
  • Excellent organizational skills such as prioritizing and completing multiple tasks within critical deadlines, as well as verbal and written communication skills
  • An active Secret clearance

Target Salary Range
$135,000 - $216,000. This represents the typical salary range for this position based on experience and other factors.
